Asked a friend and this was his response:
That is the correct gift...a card and money. Then folks ask if there is a set amount. I would say $25 or $50 is fine. Jewish tradition also values the number 18 (and multiples of 18) because in Hebrew the way you write 18 is also the Hebrew word for "life." That is a good luck number...so $18, $36, $54 is particularly appropriate.
As for the bar mitzvah: It is a religious service, conducted in English and Hebrew. It lasts about 2 hours. The highlight of the service is when the bar mitzvah is called to the torah. In most modern congregations, the child will give a short speech explaining why this day is so important and his parents also will say how wonderful he is. Crying and laughing is allowed. Photos and applause are not allowed. After the service there might be a small, modest meal and then there is usually a party (either that afternoon or at night). It's a party. Depending on the community, it could be bigger than a wedding or a more modest affair. I bet on the bigger than most weddings, though. The music will be loud; the kids will be dressed to kill (as will most of the moms); and grandma might want to bring ear plugs.
