There are a couple ways to get rid of it. But first . . . Be sure to wear gloves, etc. to reduce risk of coming in direct contact with it. Wash the clothes that touch it and if it touches your skin, wash with very warm water and soap.
You should be able to dig it out with a shovel.
The second method . . . Carefully cut it off at the base. When the new growth appears - which responds to the weed killers better than mature leaves, use the poison ivy killer spray or plain Round-Up making sure you are not spraying it on a windy day. Follow the label directions. You might want to cut the bottom out of a milk jug or water bottle - place container over the plant and spray through the top opening. That keeps the spray contained to just the plant.
