I am assuming you are looking for good deals on drinks and bar food. Almost all of the restaurants, with bars, knock a dollar or two off of the price of their drinks for a Happy Hour. A few also have good bar food at a discount but for the most part good local bar food is lacking. B.J.'s has 1/2price app's as do a number of other places but none of it is memorable. Travel a bit outside of Allen and there are some good finds.
Saltgrass in McKinney is tertiary, at best, for dinner but their appetizers are really good and 1/2 price during happy hour. For good drinks, great food and entertainment look at any of the restaurants at the Shops at Legacy; Knox/Henderson is really good and lower Greenville is loaded with little places with terrific selections.

I could use a Happy Hour right about now. ha ha! I'll settle for a glass of wine and some Whataburger for now. ;)

Roy's in Plano has terrific "Aloha Hour" deals and it's not too far of a drive from Allen (and way closer than Hawaii).

I haven't been yet but someone told me that Chuy's (msp?) in Plano has a good HH and serve free chips & queso during HH. I can't confirm that but you can probably check their website.

Zenna totally rocks happy hour! We regularly eat "happy hour" there at least once a month. And Zenna delivers to Allen (not he prices!) ...a great alternative (usually just costs us 6 extra...well worth it!)

Uncle Julio's $1.50 margaritas is a pretty good deal. And I think On The Border does a good one with cheap nachos on the menu
