I cannot get the rusty bolts off my toilet seats so I can replace them. I have used half a can of WD-40 and still cannot loosen them. Does anybody have any suggestions? Thanks.

If you have a Dremel type tool then save your time and sanity and cut the nuts off with a cut off wheel, if not then break a hacksaw blade and prepare for a beating. Lowes/Depot sells new ones that slide right into slots in the drain tail piece. They are in a bad place corrosion wise.
A good plan violently executed now is better than a perfect plan executed next week.

Unfortunately, I don't have a dremel tool. And, I don't think I can get a hacksaw blade in the space. I'll have to price a dremel tool. Thanks for the input.

Get the cheap knockoff from Target it is less expensive but mine has held up well.

If you are pulling the toilet because you are going to change it and you can get a GOOD wrench on the nut then tap the end of the wrench with a hammer. Don't go over board because you can wreck the slots the bolts slide in. Don't slip and put a crack in the toilet either. If you want to try PB Blaster first it is also a good penetrant.

since you said "toilet seat" I'll assume you are talking about the bolts/nuts holding just the seat on and not the flange bolts at the floor. If possible get a small pair of long nose locking grip type pliers to get hold on the seat nuts and turn what's left of the nut. Otherwise you may be faced with using a hacksaw blade or saws-all tool to cut through the threaded part of the seat bolts from the top.
New seats come with plastic nuts which shouldn't get stuck.

Good advice from your fellow posters. If only needing to replace a seat, beware of bolt cutters. The shock when the bolt breaks will likely destroy the porcelain. The suggestion of a rotary blade (Harbor Freight or wherever) is good if no gel/spray will do it.

Looks like I did not read the first post correctly. I did think you were removing the toilet and not just the seat. Suggestions are the same just be careful of cracking the porcelain.
