Perhaps its time we ramped up public acknowledgement of the abuse of our current Stage 3 restrictions by publicly naming businesses which are in violation of that code. Attached is a link to the city of Allen watering schedule.
Last night my wife and I went to Papa Lopez for dinner. It was 6:30 and it was coming down a downpour. It was raining when we got there and it was still raining when we left at 7:15.
The sprinkler system for the retail development was running when we arrived and still running when we left.
Two things burn me about this. One, apparently there is no moisture sensor on the irrigation system. Two, it wasn't even their watering day, which isn't even a Tuesday, but Wednesday. According to the map, their last watering day was June 18th and their next watering day is July 1.
I will notify the city of this, but I think we should start publicly calling out these offenders.
So, Starcreek Commercial, front stage and center.

haa...I can't tell you how many times I've called DART, and the sheriff (when they took control of HOV enforcement) about 'Metro Linen' driving their delivery trucks down the HOV lanes. Nothing was ever done. I've called about others too, nothing is ever done.

They're the ones to call after hours.

Any chance they are like Saddleridge and some nearby developments that operate on well water? Some used to post angry messages about Saddleridge until someone mentions they are exempt from restrictions.

If that is the case, it's still bad PR and an extreme waste of water no matter where it comes from. A rain sensor should be installed to prevent this sort of thing from happening.

Can it still be wasteful if it is well water? Doesn't the aquifer eventually flow into rivers or lakes?

Two things.
1). I wasn't saying it was well water, I was asking.
2). As wasteful as it would be, if it is well water then you can complain all you want. The city has no jurisdiction.
Again, I have no idea. I was asking because it seems very odd that it wasn't even their day of the week to water.

Personal residences don't use nearly the amount of water than commercial locations do. They need to be held to the same standards as the common man.

Are you suggesting they are not held to the same standards now? I believe if the get caught they get cited as well. It's just a matter of catching them.

I fully believe there are some of the larger property development/management companies who are some of the larger property taxpayers such as Twin Creeks and as previously mentioned Starcreek Commercial that has code officers look the other way.
Who would they write a ticket to? They probably wouldn't have a clue. And if they did write a ticket and actually found someone in an ivory tower somewhere to send it to, the fine probably would be less than is spent on donuts each month. That is probably the real reason Starcreek and Twin Creeks can water what they want, whenever they want.

Two of the most wasteful watering cases I've ever seen was this week. Thursday at 7:pm, Twin Creeks was watering the weeds along the southbound service road just south of Allen Drive.
Not only that, but their watering day was last Monday, not Thursday, but watering weeds. Really?
The worst by far was yesterday, July 4. I'm an early riser and I often go to Walmart on Exchange at 6:AM. We needed a couple of new pool floats, so I was at Walmart shortly after 6:AM buying a couple of things. They didn't have one that I was looking for so I crossed over to go to Target. Around 6:30, the irrigation system running from Cabela Drive up to the front of Target along the slightly winding street, probably 6 or 7 heads, were running. One was even rotating about 8 feet onto the pavement. It had been running long enough that there was a good amount of water running down to Cabela Dr. Very wasteful. I then found out that Target didn't open until 8:00, so I went home. I came back at 8:00 and the same station was still running. That was at least 1-1/2 hours that I knew of. The water running down Cabela Dr. looked like a river.
Allen Village and Twin Creeks now join the list of being called out for violation of our water conservation ordinance.

Pay no attention to developers using water or even tapping the fire hydrant system during the initial development. I remember having to go over a 4" water hose drug across the street that was tapped into a fire hydrant so the developer could drill their foundations.
I even called the city and they said they were ok to tap the system.
Really???

Did any of you program the 24 Hour Water/Sewer Emergency: 214.509.4530 into your phones so you could call and report these violations when you saw them? They are fairly quick to respond to things like this or should be able to tell you if well water is being used.
I think it is okay to discuss here what violations you see, but at least let us know if they were reported. If we don't report these when we see them, how is the city to know of these situations? I have called the city a few times when I have seen watering violations and they did contact the management of the shopping center and the issue was fixed.

Last Thursday morning when it was pouring down rain, the city was watering the Watters Crossing Park.
Why can't they monitor things like that? Isn't there an engineer that would wake up and think to him or her self . . . "Since it's pouring down rain outside we'll turn off all the city automatic sprinklers."
