Use your hose to blast off the aphids. It might take multiple times to get them all washed off, but they will eventually not come back. You could also use a hose end sprayer with a little bit of Ivory dish soap and that will kill them, but spray that in the evenings when the butterflies are not as active.
I think you should contact the police department and ask for more patrols in that area. Even having the Citizens On Patrol (COP) cars patrolling will help curtail the unwanted activity. If the volunteers in the COP cars see undesired activity, they will call in the regular police.

Are we allowed to use a hose for this purpose with the water restrictions? I know they specifically prohit hose-end sprayers for treating weeds.

Have you or your neighbors considered shift monitoring to see if y'all can catch the offenders?
As one person suggested, even getting the Citizens On Patrol involved may deter whoever is doing this. I just think the more eyes on the look-out, the better off the area would be...
